Why Anwärter tariffs exist
Trainee civil servants (Beamtenanwärter / Beamte auf Widerruf) have lower incomes during their training phase. Beihilfe-compatible insurers offer dedicated Anwärter tariffs with reduced premiums to reflect this.
Key characteristics of Anwärter tariffs:
- Lower premiums — reflecting the temporary training income level
- No aging reserves (Altersrückstellungen) during the Anwärter phase — further reducing the premium
- Defined upgrade path — upon appointment as a full Beamter, you transition into the regular tariff without new health assessments
- Same benefit structure — the coverage scope is identical to the regular tariff
How the transition works
When you complete your training and are appointed as a full civil servant (Beamter auf Lebenszeit or auf Probe):
- Your tariff transitions from the Anwärter version to the regular version
- Aging reserves begin to be built — the premium adjusts accordingly
- No new health assessment is required at the point of transition
- Your entry age for the regular tariff is preserved from the original start date
This makes early entry as an Anwärter strategically advantageous — the younger you start, the lower your lifetime cost basis.
Contribution refund for Anwärter
Like regular BeihilfeBest, Anwärter tariffs can include a contribution refund (BRE) for claim-free periods. Important to note:
- The refund amount is not a fixed guarantee — it is determined annually by the insurer's board
- Current practice: up to several monthly premiums can be refunded
- This applies for the current year and may change in future years
The refund applies only to the Anwärter premium amount. After transitioning to the regular tariff, the refund is calculated on the then-applicable regular premium.

Polizeikommissarsanwärter and equivalents
Administrative trainees
Beamtenanwärter in federal or state administration
Legal trainees
Rechtsreferendare with Beamtenstatus
Note: not all Referendare or trainees are automatically Beamte. Eligibility for Beihilfe and Anwärter tariffs depends on your specific legal status.
ARAG Anwärter conditions apply to persons in training aged 21–39. Age-based premium adjustments occur at ages 26, 31, and 36.
